Shortcuts to local files on homescreen?

As the title says really. I have a pdf I'm referring back to regularly. Currently its in google drive, and saved locally. Is there any way (either in drive, icloud drive, dropbox or another app) to put a link on my home screen to give one click access to that file. I can save a link from the web interface, but can't always rely on internet access, hence the local caching in the drive app.
