If it's the latter, then it doesn't necessarily come with a DVI cable. Some manufacturers don't include one with their DVI-capable monitors. I have no idea if Viewsonic does or doesn't. But none of the reviewers on Newegg said they didn't get a DVI cable, and many said they were using the monitor's DVI, so I would venture to guess that it does come with a cable. BenQ is the only manufacturer that I can think of off-hand that doesn't ship a DVI cable with their DVI-capable monitors, but there's probably many others. It's definitely one thing to ask when you're looking for a DVI monitor.

Note how some of the reviewers mention that it doesn't have a DVI cable. Newegg lists it as:

You had better make sure they are selling the 8ms grey to grey version.
There are 3 versions of the vp191b, the 25ms, the 16ms, and the 8ms grey to grey.
You definately want the 8ms grey to grey. I have a 16ms version and a 8ms grey to grey, and the 8ms monitor has a much better response time. In fact the response time on the 16ms monitor is horrible. Movies are OK on it, but games are really bad.
To answer your original question, they do come with a DVI cable.

I ahve a 16ms VP171B and I have never ever seen anything close to ghosting.
Mine has 2 seperate DVI inputs and came with one DVI and one VGA cable.
