short freezes

this has happened before, but it has become an annoyance after i started watching movies and using my tv tuner card. it freezes for about a second, mouse freezes and frames skip, in games the same thing happens, after a restart it returns to normal for a little while.
i tried to isolate the problem but see no direct connection, i figured it could be memory problems, or power supply problem ( after unplugging the power cord it sometimes doesn't start and i have to wait and at random or after a few hours it powers up).
