I just went and read some of that thread. I don't think ANYONE on that forum speaks English. If they do, it just proves that our educational system has broken...

I *almost* got charged for a mistake that a shop made a few weeks back with my computer. I took it in for a repair because it would not boot all of the time. The shop took out my Sapphire Radeon 9600 and installed an ATI Radeon 9600XT and charged me $179 for it plus $45.00 in diagnostic labor. I took my computer home - and wasn't fully happy because it still had issues booting up. I ordered a 480 watt Thermaltake power supply.

The power supply fully resolved my issue. I then headed back to the computer repair shop to return the ATI 9600XT video board. The guy was going to charge me a restocking fee. I then told him that his technician didn't properly resolve my issue and the video board was not needed - but, a new power supply was. Needless to say, I got the $179.00 back.
