There's so much gnashing of teeth over fairness to billoinares on Social Security. We musn't remove the cap or add a means test, because that's not fair to them.
Meanwhile, they dominate political donations to their whores who want to destroy and privatize Social Security because the whole program is not only useless to them - their contribution and payment received are totally trivial - but the less money going to the masses, the more available for them. After they've more than doubled their pie slice.
It's never been an issue of what's fair to the Rich, but rather a political & economic calculation to prevent SS from being viewed & implemented as welfare, subject to the vicissitudes & whims of Congress. If the top 1% get 2% of the payouts, it's worth it to protect the program from attack & dismemberment. FDR spoke to the issue at the time, but I'm not going to go to the trouble to hunt down a quote.
SS doesn't need means testing or a lot of other fol-de-rol. What it needs now is for Reagan's promises to be fulfilled, and only more revenue or transfers from the general fund will accomplish that.
As I've offered many times, that's been utterly obvious for nearly 3 decades.
