Shlwapi.dll missing, windows won't log on now

I don't know what happened, but I can't logon onto windows with my main rig. I tried safe mode and normal but I get the same error. It says winlogon.exe failed to load because shlwapi.dll is missing and the computer reboots? How can I fix this before reformatting?

Google is your friend!.. from a search on missing shlwapi.dll winlogon, i found this in teh google groups..

Reboot tapping F8 each second.
Choose Safe Mode at the menu.
Then try System Restore
Start/All Programs/Accessories/System Tools/System Restore
Choose a date/time before this started.

If that fails, reboot tapping F8 again, this time try "Last known good
configuration"

If those both fail, perform a Repair Installation.
Repair Installation:

Windows Updates will need to be reinstalled.
Data should be safe, back-up important data just in case.
Install Service Pack first and by itself.
Then install ALL Critical Updates no more than 4 at a time
