I sold a pair of shoes on eBay to a buyer in Toronto. The shoes are worth $45, I paid about $15 to ship them UPS Ground. However, the UPS brokerage dept is trying to charge the buyer ~$38CDN (~$33US) in fees. I called UPS and they told me there is no way to avoid the fees.

Does EMS (via USPS) or FedEx charge the same fees? At this point I'm considering issuing a refund to avoid the hassle.
 
you should ship USPS to Canada
don't ever use UPS/FedEx etc

you'll have to pay a brokerage fee
