Last time when I was in PO, I took a couple custom forms.

Can I just include the filled custom form and prepaid postage on the package and drop it in a mail box?
The package weighs only 5oz.

Nope, you need to see a desk clerk for any mail with customs slip, they have to file the attachment and postmark the green part. If that's not done, the package will be returned to you at some point.

If it's a letter envelop it can go just by dropping it off yourself. Anything bigger than that you have to go to a PO with an attendant

Size doesn't matter, it's the value of the item. Don't mess around with customs (especially Canada), they don't like to be screwed on potential tax collections so they will send back your item or even seize it if you fail to declare.

I was just going by my experience. I had to mail a few CDs to Canada a few times. 2 CDs in a bubble mailer is 3 oz. Cost me .60 I think. I didn't have to declare anything or fill out any forms. It was like this each time. The items arrived within a few days..no probs.

Larger items I won't even attempt to send.
