Shipping tires from Tirerack.com to a tire shop.

Never done this before. How would this work? How do I tell tirerack to ship to the address of the shop if the address isn't on file with my CC?
 
it's between your and your CC company, you can call your CC company to have them add the address on file so it will go through.
 
You need to see if your chosen tire installer is on Tire Rack's list of "approved" installers. If it is, then Tire Rack will ship there.

Me honestly I buy my tires, get them shipped to me, and take them to a cheapy tire shop to get them put on.
 
Tire Rack has a list of approved installers. You'd do best to select from one of these and have them sent there. This will have no issue with your CC.

If you want it sent somewhere else, then you need to call your CC and add an authorized shipping address.
