Shipping from US to CANADA

I thinking about purchasing a laptop from a member here on AT.

I've bought stuff many times from the US and usually i dont get charged custom/brokerage fees when shipping to canada (Declare as gift, value the good at $20US).

But this time is a laptop, which will cost me about $1000 US.

Is there a way I can have the laptop shipped with insurance and not get charged any custom fees?

Any ideas would be really helpful.

Get it shipped via Fedex Air or UPS Air for an expensive item like this one, expect to pay 15% customs (but no brokerage). No you can't insure something and declare a lower value (even the government isn't so stupid as to not figure that out).
