Shipping CPUs from US to Canada needs FCC waiver?

I was going to buy a CPU from a member here but he said that USPS wants some sort of FCC waiver. I've had some Intel RMAs and they didn't require such a thing. I've purchased everything except the cpus and they were shipped as "computer parts" or "electronic parts" without any problems. Any know of this FCC waiver thing?

ive shipped CPU's back and forth over the border, probably a dozen times. never heard any such shit.

why would the FCC care anyways? it's leaving the US, not entering it.
(and even if it was enetering the US, and caused RF interference or whatever, you;re still alowed to have it.. just cant use it.. without liscence or not at all.. depending.. etc. blah

If it gets lost or stolen, do they know what was in the box? No.

Typically you have to prove your claim value... you pay x money for insurance on a certain value of an item. I have had to give a general description of the item when claiming insurance with UPS.
