See here's the problem.... I think the number one deterrant to crime is a good education before the kid becomes the criminal... If a president moves into office... the kids are still kids... so you don't see the results of that president til that kid gets out of High School... or even college..

Summation: A president can temporarily stimulate a drop in crime by increasing enforcement, but this drop is temporary contingent on crime prevention not just enforcement.

So I think we're seeing the results of early Clintonian policy, which will continue over the next 6-8 years.... Dubya may stimulate additional droppage later... that remains to be seen... I'm not saying it won't happen... I'm saying... we'll see if it happens...

<< So I think we're seeing the results of early Clintonian policy >>

The crime rate is down because criminals were put in jail. There are many other factors, but that is by far the primary reason. Clinton policy was a joke.

<< The FBI survey, which found that violent crime increased 0.1 percent last year while the overall crime rate was unchanged, is based on reports made to 17,000 police agencies around the country.
>>

<< The violent crime rate in the United States plunged 15 percent last year, the largest one-year drop in the 27 years it has been surveying crime, the Justice Department reported Wednesday. >>

I guess you can claim whatever you want and back it up with 'statistics'.
