Sharing/Security issue in WinXP

I have this problem....I have two systems with Windows XP Pro. Loaded the same version from the same CD. One I use for games. The other is for work. On my work PC, I have the Sharing and Security tabs under properties for folders and the Security tab for files under properties. On the gaming system, they are absent and I can't seem to get them to come up. All I get is the stupid Windows XP sharing wizard type crap that I don't want. I want security control for specific users....where's the option to do this? I can't seem to locate it even though I must have on my work system....or maybe I did something different in the install?
