Shared Hosting server - should I have access to root?

I won't name names just yet, but my account was recently moved to a new server, and it seems like I have much more access than I should on a hosted server account. I don't believe i had access to / before, though I'm not 100% positive.

You may have access but you wont be able to create/delete anything, read access may also not work. Try creating a file called test to see what happens. Also look in /home to see if you can see all the user folders. If it was not like this before you may want to let the host know. (especially if you did try to make files so they know it's not malicious). Though it may also be chrooted as bob said.
