Just about all performers are lip syncing to their songs, it prevents slip ups and helps mask glitches that may happen such as when Shinia was sitting on the chair for one of her Ballads with a guitar (I believe "Looks like we made it") and her Wireless mike battery was dying (If anyone taped it you can see the Red LED went out). It started to break up so the audio tech brought up the synced vocals a little louder. If they didn't have that background track going it would've looked a sounded a bit stupid.
The background track was also evident when she went down to the audience early in the show, when she moved her mike to the audience her voice did not drop off significantly. The audio Engineer knew she would be down there and doing that for that portion so he brought up the background track louder anticipating it.
The wireless earpiece with the background track going also has replaced the teleprompter that singers used to use, it is not easy to know all of the words to all of the songs all the time, you can get distracted (brain farts).
