I've had a PC on my various TVs since about 2004.
My current PC is too loud for my new 4K TV and only has a 1070.
I'd like to get a silent PC that does 4K.
Budget under $1K, but less is better.
Is this doable?

Since you mention the only 1070, do you mean capable of gaming at 4k?

That's supported by the igpu of any semi modern intel CPU.
Intel makes good NUC systems that are very small and the nvidia shield is a very good option as well..

The Nvidia Shield TV pro is a good option that is basically silent. No VP9 support, and some get salty about it not being HDMI 2.1 but that is not a deal breaker for streaming movies from Netflix, Prime, Hulu, Vudu, etc. It includes Plex too. And you can add a WD Passport USB HDD for storage.

At $199 it will be significantly cheaper than a NUC or other mini PC with good specs.

Can you use a mouse and keyboard with the Shield?
Users say, you need to use a USB on the go cable or hub, and the kb&m work fine. Many bluetooth seem to pair and work great too.

EDIT: From what I read the OTG solutions works well for wireless combos that are not bluetooth. Plug the USB module into the OTG hub or cable and you should be up and running.

Thanks guys. Watching NVIDIA videos on YouTube to check out features.
Basically, need PC features: browser, VPN (PIA), Steam, play mp3s, etc.

How about an AMD Ryzen 5 5600G? I have one for my my SFF and it runs fantastic.
I like mine too. I didn't realize from the initial posts, olds would be doing a lot more than streaming movies. With a good cooler, a 5600G system would be near dead silent. I can't hear mine right now, as I type this. But it is about 9ft away on a A/V rack with a silent fan profile for all fans, using a Noctua U12S.

Definitely can build a sweet 5600G system for well under a grand too.

I just upgraded to a 5600G from a 2200G for my HTPC.

I built a mITX system using the Asrock B450 Fatal1ty Gaming - ITX/ac motherboard. It now has 16 gb of Corsiar LPX ddr4 3600, R5 5600G with stock HSF, Samsung 980 500gb nvme drive. It is in a Thermaltake Core V1 case and a Corsiar TX550M PSU.

The system is whisper quiet and runs cool.
