Severe, Constant Audio Stuttering on Win XP PC

I have an older PC that, a few months ago, I did a complete wipe and reinstall of Windows XP on. I then installed all the necessary drivers (I think), and it seemed to work fine until about a few weeks ago.

Now, when my parents watch any video online, the audio stutters like crazy. It's skipping not every few seconds, but several times a second, to the point that it sounds like all of the voices have been edited to sound like really slow-talking robots. It makes any video basically unwatchable. It does this on Youtube and other sites, and I'm wondering what's caused it.

We literally only use that computer to watch videos, it has no other use and nothing is ever downloaded, changed, or modified. Is it a virus? A hardware issue? Driver issue? I'd be glad for some help. I'll get the specs up soon.

Any yellow exclamation points in your device manager? I would definitely start looking at sound drivers (onboard sound or dedicated sound card). Make sure you go to manufacturers website and download the latests.

Also, ensure you have the latest and greatest chipset drivers loaded for the motherboard.
