Setup was unable to install Boot loader

I am trying to do a fresh install of Windows 2000 Pro on one of my boxes. I used fdisk to delete the partition, than created a new primary dos. partition. I than formated the drive to FAT32, and proceeded to install Windows 2000 by choosing the CD-Rom drive, loding the i386 folder, than running winnt.exe. I got the following error:
