Setup configure files every boot up?

Should I get a message at every boot up that set up is updating my configuration file?

I am running WinME.
 
TTT.

Sometimes when you load a new program it asks you to re-boot and updates system config. file, but now it does it every time I boot.

Anyone have a comment?
