Settings flyout closes too fast

Using Windows 10 Home 64 Version 1607 Build 14393..693 .. when I go to an app, say HP Scan and Capture, you click on the Settings to set what you want. The Flyout pops open, but closes very, very quick (less than 1/2 second) .. Needless to say, I can not get to those settings. Anyone have a fix ?

I reckon you could toss something on like Classic Shell and see if it behaves differently

I do have Classic Shell installed already. Not sure what is the cause but others have also seen it and complained about it. So far, no fix.
