Setting web site design/creation budget

Not sure if this is the right forum for this, so I'll apologize in advance just in case. ;)

My small business has rapidly reached the point where my basic template/static html website skills are no longer sufficient for our needs. As I begin to look into options for professional web design, I know setting a budget is key, but I don't know what to expect for any given level of money. What would I expect for $500? $1000? $2500? I have a basic idea of what we'll need, not so much content as making it look a lot nicer (graphics), and a secure framework for distributing documents to our clients (each client would need a secure log-in area to access their specific reports, etc.). This is a small business right now that has the protential to grow quite a bit, so I want to make sure we lay the proper groundwork.
