Setting up new computer. Cant get motherboard to recognize IDE 2

I'm trying to set up my friends computer and heres the problem. He insists I say that he did not indeed fry 4 processors and that his current processor is not fried but he does not deny his previous 3 fryings. I cant get his motherboard to recognize anything hooked up to the secondary IDE slot. So, essentially I can have a CD-ROM or a hard drive. Since I need the CD-ROM to install Windows on the hard drive, I can't get Windows to work. Similarly, I cant seem to have maxblast working to format the hard drive (it has been formatted but perhaps not correctly?). In any case, right now Im just going to go ahead and install windows 98 onto the hard drive on a different computer. I also tried putting his old hard drive in but I just get a BSOD probably occuring as the result of windows not liking the fact that all the hardware is different. Anyways, anything else I can do?
 
Yes.. Make sure you check all your settings in BIOS. I couldn't get my IDE channels working and then I realized that I had changed the BIOS settings in "peripherals" of all places. I went in there and sure enough there was a setting to enable/disable 1 or both of the IDE channels. I didn't bother to go back into "peripherals" while I was trying to troubleshoot the problem because I kept thinking peripherals like monitors, keyboards, mice, etc..

Oddly enough it was just a bad cable. Thanks for the help anyways. We got his computer working in the end.
