Corsair website
has the timing at 9-9-9-24. for my memory.

CPU-Z shows 7-7-7-20
BRAM Freq: 535 MHz
FSB😀RAM: 3:8
CL: 7.0
tRCD: 7
tRP: 7
tRAS: 20
Bank: 27
CR: 1T

Is this good? Signature for Rig

the web site also has this....I think I am running slow.

Each module pair is tested together at1600MHz

Tested together at 1600MHz, Vdimm = 1.80V, at latency settings of 9-9-9-24

SPD programmed at: JEDEC standard 9-9-9-24 values at 1333MHz

Look at the SPD tab in CPU-Z and you'll see the latencies programmed for slower speeds.
So, to answer you original question, no.
