Setting up ICS with Windows ME.

I can't figure out how to do it. Everything I've found online says to go to Add/Remove Programs > Windows Setup > Internet Tools... but Internet Tools doesn't show up. Are there any other ways to do it? By the way, I don't have access to the computer (trying to help someone over the phone).

I think you can install it through network properties; client, service, protocol. I could be wrong, but I think you choose to install a service.
