Setting up Hard Drives

I need to like format and partition and all that for a new HD. Is there a program that can do it for all HDs (regardless of brand). I hate having to download stuff for Hitachi, Segate and Maxtor.... Annoying.

Acronis and Norton have partition utiliies, Acronis even burns a bootable CD. But I think the bootable versions only support SATA if the motherboard emulates PATA though (no drivers needed).
