Question Setting up 3 monitors to my pc

Hey guys, I have 3 monitor displays connected to my surface laptop using 1 HDMI and 2 VGA to HDMI. My pc is still detecting only one other screen. What am I doing wrong?
 
which surface model, and are both the vga to hdmi adapters bidirectional?
