Setting Security Options in XP Pro

Control Panel->Administrative Tools->Local Security Settings->Local Policies->Users Rights Management

Would I be able to prevent files from being saved by using this control panel in XP Pro? I have a client who wishes to restrict most access to the computers in question and I was hoping that it could be done through Windows rather than having to go through a third-party software.
 
Why not use the Group Policy editor?

To run the group policy editor
Go to START\RUN and type "gpedit.msc"

then go to User Configuration\Administrative Templates\Control Panel
there are many options for locking down the Control Panel buttons
