Setting Proxy Server via GPO

I'm trying to force everyone with the "Staff" UO to be forced to go through our proxy server at 192.168.1.159 for all inet usage.

I have a GPO already dubbed "Staff" (3rd GPO in the list) that sets other items for them (removing menus etc) and gone into:

User Config : Windows Settings :IE Maint : Connection and set the proxy settings in the the "Connection Settings" option just as you would if it was being done maually with IE itself.

Automatic Browse Config has everything Unchecked.
Proxy server settings are unchecked (i've tried checked too)

When the users login their proxy does NOT set to 192.168.1.159 as I want it to.
All the other IE settings work fine; removal of connections tab, security settings etc etc. Even home URL works. But NOT the proxy.

I'm just missing something I think... but I dont see it.
