Setting permissions up in xp?

I searched around some on the net, but i need to setup an account on some computers at work that will boot xp and a diagnostic program, and allow access to only that specific program. How would i go about doing this? i know i need to setup limited users, but the security tab isnt showing up when i right click on files (yeah, its pro with ntfs) Is there a way to do this in the adminstrator tools that more... economical?
