Setting FTP permissions on Mac OS X Server

I have a user account created and he can log into his own folder on the server, but I also need to give him access to a folder on the website (in the Webserver folder). This seems like such a simple task, but I can't figure out how to change FTP directory permissions. Any help would be appreciated.

Ok. We found the Workgroup manager where we could set a new Home Directory, but the user can still browse up a directory and access all of the other files. So.... is there a way to limit them through the workgroup manager?
