I recently bought a nVidia GTX 750 for two monitors. I was playing with it and enabled surround spanning. It didn't work out too well and disabled it. When I turned my computer again next day, the surround spanning was enabled. Now, every time the computer gets turned on, the surround spanning is enabled. Also, I find many of my other applications' settings don't get saved when I turn on the computer again. How can I fix this?

Are you running on an SSD? It sounds like perhaps it has failed, and turned read-only. Either that, or you have filesystem / registry corruption.

Make sure your computer is doing a clean shutdown and no actually crashing. Other than that, VL has some very possible situations to consider.
