Setting Desktop Icons To Load GIF? Folder Backrounds?

Instead of having windows look for an "icon" file, I want to have a gif as the icon itself. I tried this and it says that its not a valid icon file type.

Also, I remember a long time ago putting images as a backround for some folders. How is this done?

for folder background, right click inside the folder and choose customize. then go to choose picture. this may sound stupid, but have you tried changing the extension to icon?
