Setting Advanced Power Management (APM) options for individual HDs

I added several HDs in my PC and a bunch of them serves only backup purposes. I want them to sleep if I dont use them.

Win7 power management features ONLY refers to "the hardisk" as if a system only has ONE HD, of course I dont want power management on my system SSD drive, I want to activate it for those backup drives.

There are utils like HDSentinel or CrystalDiskmark which allow APM settings for EACH drive INDIVIDUALLY (which I need)...but it looks as if those tools need to be running to keep the APM settings active.

Is there a way to adjust APM settings without having to have a tool running in the background?
