Setting Administrator password to 'power users'

Work in a network running Novell and using Lotus for mail. Also using Citrix.

But regardless of this, is there a way that I can send a user an email set as a batch file that will execute (or have them do that) that will set their local Administrator password to a preset one?

I dunno about novell.. but in windowz world, you can assign a temporary password and the user can select their own password upon first login
