Setting actions of Laptop keys?

I have a Dell Latitude CPx and it was buttons with 2 functions, for example Page Up can also be Increase Volume when you hold down the "Fn" (function) key and push it. But this does not work...does anyone know how i can set this? Must I download some drivers for the laptop or something? BTW It is running Win XP. Thanks for any help 🙂
