SETI: Help with command line install

I sent a fellow TeAmmate (zerocool1) the command line service install I use and he's getting an error message stating "Service did not register with the OS" or something to that effect. I know I've seen this before but I can't remember the cause/solution.

He's got admin rights on the machine and he does not need to use a proxy/gateway. Any ideas?
 
Are we sure he was set up to use his admin rights when he tried the install?
