Set up second box for twitch streaming?

having these casting programs running simultaneous with games noticeably hampers performance. Is there a way to set it up so a second computer does the streaming?

Yes. It's called dual PC streaming. Basically you use the second PC to "capture" what's one the main PC and stream it.

Friend just bought G4560 / 16GB / 240GB / Z170 / GTX950 2GB rig from me, told me today that he wants to stream.

He's currently "borrowing" Wifi from a neighbor two stories up.
