How To set up off-line home network

Want to set up home network on my Netgear WNR2000v3 router. (I have a wifi hotspot, but I don't need/want to get online through the router.) I just want to share access and files/music on my devices. I understand ip address, subnet mask (255.255.255.xxx) and types of security (WEP, WPA etc). Mainly just hobby/tinkering with my
hp Chromebook. (I know it's a BLOATED Linux clone. I've been into Linux about 10 years. I strongly prefer the command line. I am Root. Obey me.) Lenovo desktop with Windoze 10. HP wireless printer. Android phone. Anyway, when surfing this, all I get is spam and sales pitches for a different brand. I have admin password on the router and can navigate with ease. Any help appreciated.
 
(Sorry for the delayed response. Lot of things going on.) It's been a while since I was into all this geek stuff. Do you mean not connecting the router to an internet source?
Yep, that's basically it. Your lan will still be able to communicate amongst itself, but any time anything tries to hit the internet it won't be able to.
