Set the refresh rate manually in windows?

I have a dinosaur 14" monitor set up as a second monitor on my system, but it's very picky about its refresh rate or it simply won't sync up. Right now it won't sync at anything over 640x480, although I know it could do 800x600 on my old 386 that it was hooked up to.
Is there any way to manually set the refresh rate on the monitor (to ~56Hz or whatever it seems to want) in Windows?
