Do a Repair install. Kinda drastic of course, since it wipes out all updates and drivers and you have to reinstall them.

Find another computer that has them at the defaults and write down the settings.

And if you wanted to do it the hard way, you could even scratch together a Registry Entries file (.reg) which you could import to change their settings instead of doing it through the Services console.
 
if that doesn't work, just turn them all off and write L33T across your monitor with a bold face sharpie
