services being disabled after cpu crash

This only happens after my computer shuts down from either a crash or a power outage. I'm not 100% positive about normal computer crashes. It's not a consistent problem.

last night I got home and the power outage caused my computer to turn off... obviously. I turn it back on and the plug and play service is disabled along with some of the networking ones. I've been having this problem for a while. I can't understand why my computer or OS would just disable these services on their own. It's a pain to keep having to start up these services again. Any ideas why this is happening? time for a reformat?
 
1. Don't reformat. Troubleshoot and solve the problem.

2. Are they the same services each time?

3. What do you mean by "normal computer crashes"? Blue screens? These should not be "normal" occurances and may be indicative of a driver or hardware issue.
 
they are typically the same services though I can't recall them. It's always the PnP, the networking ones that allow me to access the internet, and the windows automatic update services.

3) i'm not positive about the "normal computer crashes". My computer rarely crashes. I am positive about the computer shutting down as a result of a power outage though because that happened just yesterday.

I turned off the "restore" service, I'm wondering if I shouldn't do that.
 
Try these couple things.

1. start -> run sfc /scannow
or
2. chkdsk /r from recovery console on the xp cd
or
3. do a repair install with xp cd given the fact that the xp cd has the same or higher service pack
