Service host: Local System (Network restricted) causing high CPU usage (Win 8.1 Pro)

Hello, this is an issue that I've been facing for a long time, but until now, I managed to fix it by doing a system restore, but it always came back after a couple of months. Yesterday I reinstalled Windows 8.1 with I hope that the problem would be gone, but after a couple of hours the issue was there again, and I have no idea what to do now, it usually uses around 35-40% of my CPU (FX-8320), it seems like that it is also causing other processes to use more cpu power than normal, usually those are programs that I installed (Google Chrome, Asus Al Suite II, Advanced System care, Asus Routine Controller) When I kill the process after a couple of seconds it just restarts itself. Please help

From what I have looking into on this: 4 main things in Windows will affect this process:

Indexing
Backup and Restore
System Restore
Superfetch

If you just did a clean install, you are probably going to see this a lot MORE than usual, as Windows is installing updates, making restore points around those updates, building a brand new superfect that is re-arranging data for better memory management, and is indexing all the data in all the spots that are set by default, or you have selected.

This does not include 3rd party apps you may be using, which may be attempting to "speed up your pc" and are driving up this number as well.

If you wanted to see if this is the case with your system, you can turn off system restore, go into Indexing Options and set it to include a lower number of folders, and uncheck the option below your drive to "Allow drive to have contents indexed..."

Hey Burpo and Ketchup79, thanks for the replies.
I turned those processes off in the computer management, and I was still getting high CPU usage, by a process called system interrupts, so it might have been some driver related issue. (Windows updates and drivers confilicting with each other, known issue with AMD drivers) So I did a clean Windows install again, this time without any Windows Updates, and everything was running fine, until I turned off Windows Firewall and Defender and some other system control feature, and then my CPU usage immediately increased up to the high 90s, so I turned them back on, and after restarting my machine, everything is working correctly (12+ hours). Hopefully my issue is solved permanently as I can't be bothered to spend countless hours trying to fix my rig. September is almost here, and that means it's gaming time (Mad max, Metal Gear Solid and other games in the upcoming months) :)

The service host local system issue has started since the windows 8 was introduced and still persists. I would suggest you to fix the memory leak in the non-paged pool of memory. You can do this by typing regedit in the "Run" Dialogue box. Find the registry by the name of HKEY_LOCAL_MACHINE > SYSTEM > ControlSet001 and click on services in the left pane and choose Ndu. Now goto the registry by the name Start and modify the registry value to 4. This will stop the memory leak. Hope it helps you.
