Server noise

I have just setup a server for my network and it has a pentium 166 non mmx in it with a fan on it does it need the fan ? Also do i need a power supply fan on it or can i remove it too?? It only has a 1meg video card a 3 nics in it.

if you put a larger heat sink on the CPU you would definately be able to get away with not using a fan. I don't know how your current (stock?) HS would cope without the fan.

I wouldn't take the fan out of the PSU. Without the required airflow through it, it would likely overheat, and blow a cap or something equally drastic. Remember that power supplies are not 100% efficient and create heat as a result of converting the voltage and current. Removing the fan removes the ability of the power supply to get rid of this excessive heat.

Actually, get some quiet case fans and you might be able to get away without having a CPU fan. Try also lapping the hs, those early ones have pretty rough undersides. Finally, you might want to use some thermal paste, I know all the ones I have seen never had any thermal pads or paste.
