Server 2k8 TS Cals

running a single win2k8 std server that is used for a small amount of people and only for remote apps. set up as in a workgroup and no ad. i have the cals for the appropriate amount of people connecting in, but the server never shows that it issued a cal for a given instance. i have read that if the server is part of a workgroup, it will not count the cals, so does ms expect the honor system or is something i am doing messed up?
 
not the windows cals, but the ts cals. in the computer mang area where you can see TS, it will show how many ts cals you have bought and it should show when one is being used, but i never see when any are in use. if it is the honor, system that is cool because i have more than enough, just wanted to make sure i didn't miss a step. i have connected in from inside the lan or from the wan side w/ no difference and used regular remote desktop sessions and then the "remote apps" sessions all w/ the same results.
