If I add a new server running Server 2012 Standard to an Active Directory domain that has two 2008 R2 servers do I need to buy new Server 2012 User CALs? The network is in per user/per device(aka per seat) mode with 25 User CALs. Thanks.

Per user is exclusive to device / seat. Nearly every company in existence is per user except for 3 shift manufacturing / warehouse types. I am pretty sure the entire domain is one or the other also.
The CALs much match the server version of the domain controller. Don't forget Server 2012 no longer comes with 5 CALs baked in, make sure to buy enough!
No, the CALs must meet or exceed the version of the server to which you are connecting. Ergo, if you have even one Server 2012,you must have Server 2012 CALs.
