Serv-U FTP is not resuming people's download... please help!

Got an ftp up using Serv-U 2.5 and it doesn't appear to be resuming users downloads. I went through the entire thing and can't seem to find an option for it, only an option for resuming uploads. Is this a problem of my end or theirs?
 
nevermind, seems to be the user's end problem.

But anybody know why it might not be working for them? They're using Cuteftp and behind a firewall.
