Serious Sam refusing to work...

ok...my friends specs is as followed:
HP Pavilion 9600
P3 733
256 megs of ram
Geforce DDR
Windows XP
whenever serious sam starts up...it gives an error...even when it's in safe mode...I've tried the 21.83's and the 23.11's and the same error...also cs is sort of slow with a lot of people and action on the screen...any way to fix this?
