I have two guesses as to why:

1. Its quicker/easier

2. A person can see their topic was locked and knows it didn't just "disappear" so they won't repost it. A locked topic will drop in OT very fast anyway.

Seems like it takes a slap across the back of the head to make sense to some. And then therre are those that never learn. 🙁

(just look at some of the Mod comments that float around when people get a timeout)
