serious problem with adsl usb modem

i'm having this problem right now. Whenever when i on my computer from a power off state, the usb modem will not be power up. I need to unplug it from the usb port and re-plug in so that windows xp professional will detect it and send power to the usb adsl modem. The driver for the modem i've installed supports win xp. I've had service pack 2 installed. Help appreciated. Thks!

amd 64 3500+
