people with kinda conf. can i get 2 play games like Quake 4, FEAR, Battlefield 2, Civilization 4

you need a new cpu to play FEAR!
 
I'm able to play FEAR and BF2 at reasonable settings without any lag ... quite smooth actually. FEAR self-configured itself at 800x600, most settings are at medium or high. BF2 was fine at 1024x768 with medium settings as well.

This is on an Athlon XP 2100+, 1GB PC3200, Radeon 9700 Pro - all stock, no overclocking (RAM is actually at PC2100). You didn't mention what soundcard you're using but I would imagine an Audigy or better would take some load off the CPU, which is going to be very busy in your case.
